Its Good for a small city like Hoa binh

Room: modern, clean and full equipped with TV, AC, Hot water. However, after one day I feel the smell is not very great
Staff: Friendly and helpful
Food: No buffet breakfast, just very limited choice such as beef noodles or chicken noodles.
Overall it is a new ( or newly renovated hotel) which is good in a small city like Hoà Binh

Grand is maybe not grand

Staying one night in 3 star hotel. Simple hotel in old building, spacious room, moulded shower, decent breakfast with great local cuisine. Many other hotels in close distance. Located on middle of city on crossroad. Staff is friendly with some English

It's ok

I think it's ok, comparing to the price that it offers. The room is clean and beautiful, close to a karaoke shop. Food is good and authentic. In such a not-very-touristic city, this place is a good deal

An average local hotel in Hoa Binh City - choose a room with good WIFI connection

This is a very standard, average local hotel in Hoa Binh City. It is located near the Hoa Binh Bridge (on the north end side = Hoa Binh old town). It is next to Hoa Binh Supermarket so you would not in short of any supply if you are not too picky about what you can get there. One limitation in terms of location would be that there are not many restaurants near the hotel, but Hoa Binh is a small city, so you can take a taxi to find some restaurants within VND 15K-20K (within USD 1) range.
The hotel is medium-size and clean, so for the price (USD 20-30 range), it would be good enough. The hotel has a restaurant, which served breakfast (though very limited selection), and a massage facility. It has big conference rooms also for workshops and wedding parties.
I stayed in a Deluxe room for USD25 (inclusive of breakfast). The room is around 25-30m2 with a queen bed, a window facing to the city, a shower with a tub, a working desk, sofa set, minibar, and AC. The room itself was good enough, and nothing more to expect. Quite standard setting. AC works quite well, and hot water from the shower always available.
The only limitation I got was WIFI. When I checked into my room, a WIFI signal was so weak that I could not get anything on my laptop/smartphone. I phoned the reception four times but the situation did not improve. After repeated requests to the reception, they finally installed a WIFI access point in my room, then WIFI signal got finally fine. Some other rooms did not get the same problem, so if you can ask the reception to give you a room with strong WIFI, then it should be fine.
If I can add one more issue, it should be that the room walls are thin that you can hear the noise (conversation, TV, etc.) from your next room. As many locals are staying here, some are quite loud. Some are smoking everywhere in the hotel including the common corridors and lobby though this would be the same in most of the hotels of 4 or less star hotels (they need to be educated so that they would not smoke in a public space - it would take decades at least).
All in all, I can't say if I would highly recommend this hotel, but it is good enough for the price. You can have other options like AP Plaza Hotel, which is a new hotel in the city on the other side of the bridge, but it would cost slightly more though the facility would also be slightly better.

Phòng mùi như ổ chuột,nhân viên phục vụ kém,lễ tân thì mắt trợn nguoc trợn xuôi, k tôn trọng khách.thái độ rất tệ.lễ tân thì nhìn nhau cười khanh khách như đi ăn cỗ ngoài vỉe hè.thái độ lễ tân nhìn khách nhiw kẻ ăn cướp.nói chung là k có từ nào tả nổi cái thái độ nhân viên lễ tân ở GRand.rất tồi tệ.
